As a result, tax authorities are now collecting unprecedented amounts of transactional information directly from taxpayers, almost in real time.

The logical next step is clear, if tax authorities already possess much of the data needed to prepare a VAT return, why not generate it themselves?

This thinking is driving the rapid emergence of pre-filled VAT returns across Europe and fundamentally changing how businesses manage indirect tax compliance.

Understanding Pre-Filled VAT Returns

A pre-filled VAT return is a VAT declaration prepared wholly or partially by a tax authority using data already available within its systems.

Depending on the country, this information may originate from:

Mandatory e-invoicing systems

Real-time invoice reporting platforms

SAF-T submissions

Customs data

Retail fiscal devices

Periodic transactional reporting requirements

The objective is to reduce manual compliance activities while simultaneously providing tax authorities with greater visibility over taxpayer activity.

Why Are Governments Introducing Pre-Filled Returns?

The move towards pre-filled VAT returns is closely linked to governments’ broader digitalisation strategies. Historically, tax authorities relied heavily on VAT returns submitted weeks or months after transactions occurred. Today, e-invoicing and digital reporting provide access to transaction-level information in almost real time.

This enables the tax authorities to:

Detect errors earlier

Reduce VAT fraud

Improve audit efficiency

Increase voluntary compliance

Reduce administrative costs

Narrow the VAT gap

For tax authorities, pre-filled VAT returns are not merely a convenience feature. They are an important component of modern compliance control frameworks.

What Information Is Typically Included?

The scope differs significantly between jurisdictions. Typically, tax authorities use available transactional datasets to populate:

Domestic sales

Domestic purchases

Input VAT

Output VAT

Credit notes

Import VAT

Certain customs-related transactions

The completeness of the pre-filled VAT return depends largely on the amount of transactional data available to the tax authority. Jurisdictions with mature e-invoicing systems can generate highly detailed draft VAT returns, while countries still developing their digital infrastructures may initially populate only selected sections.

The Shift from Periodic Reporting to Continuous Compliance

One of the most significant consequences of pre-filled VAT returns is a change in taxpayer behaviour.

Traditional VAT compliance often focused on month-end or quarter-end preparation activities. Businesses gathered transaction data, performed calculations, prepared the VAT return, and submitted it.

The increasing use of pre-filled VAT returns changes this approach.

Because draft VAT returns are generated directly from transactional datasets, compliance effectively begins when the underlying transaction is created.

Errors in:

Tax coding

VAT determination

Invoice content

Reporting submissions

Master data

ERP configurations

can flow directly into tax authority systems and ultimately impact the draft VAT return presented to taxpayers. As a result, VAT compliance is increasingly becoming a continuous process rather than a periodic reporting exercise.

Reconciliation Becomes Critical

A common misconception is that pre-filled VAT returns eliminate reconciliation activities. In reality, they often increase them.

Businesses must reconcile:

Internal accounting records

ERP-generated VAT reports

E-invoicing submissions

Digital reporting data

Tax authority-generated draft VAT returns

Any mismatch must be investigated and understood before filing. Where differences persist, businesses should maintain supporting documentation and clear explanations in anticipation of potential tax authority enquiries.

Taxpayer Responsibility Has Not Changed

Despite increasing automation, legal responsibility remains firmly with the taxpayer. Across European implementations, taxpayers are generally expected to:

Review draft VAT returns

Correct inaccuracies

Add missing information

Validate VAT treatment

Submit the final return

The tax authority’s draft serves as an assistance mechanism, not a transfer of liability. Businesses that rely entirely on pre-filled figures without appropriate validation may still face penalties if the VAT returns are inaccurate.

Keep in mind that pre-filed VAT returns by the tax administration does not mean they are correct.

In a previous article, we explored Poland’s plans to introduce pre-filled VAT returns and the wider implications for businesses operating in increasingly digital tax environments.
