A bonded warehouse is a storage facility where goods can be held under a suspensive regime — meaning import VAT and customs duties are deferred until the goods are released into free circulation.
This regime, primarily applicable under EU VAT and customs law, allows businesses to bring goods into the EU without paying import VAT or customs duties immediately.

Based on the principle goods are not considered to have entered free circulation while in a bonded warehouse, and businesses can re-export goods without incurring import VAT or duty.
