Hungary is taking a step toward a fully digital economy by mandating comprehensive receipt data reporting for all businesses. Effective 1st September 2026, the National Tax and Customs Administration (NAV) will require every business to report receipt information, closing a major data gap in the retail and B2C sectors.

Key Requirements of the New Mandate

– All businesses, including those not currently using online cash registers, must report receipt data.

– Businesses already using NAV-connected online cash registers or modern e-cash registers automatically fulfill these requirements without changing current workflows.

– Businesses that issue paper receipts manually or via non-connected software must report aggregated daily data to NAV within three days.

– The system centers on the KOBAK Portal, a mandatory platform for managing the lifecycle of digital fiscal devices.

Transition Timeline
The shift is part of a broader “e-Cash Register Era” designed to replace traditional hardware with software-based solutions:

– 1 September 2026: Mandatory data reporting begins for all businesses.

– 1 July 2028: Final deadline to fully replace traditional online cash registers with new e-cash registers.
